Regional Stormwater Monitoring Program

Through an RFP process, Atkins North America, LLC. (in association with Freese & Nichols and Dougherty, Sprague Environmental Inc.) was awarded a five-year contract to assist the North Texas Tollway Authority and the cities of Arlington, Irving, Garland, Irving, Plano, and Mesquite with equipment monitoring and deployment, field activity preparation and planning, water quality sampling, and report drafting. In addition, to chemical sampling, Atkins will conduct biological monitoring for Garland, Irving, and Plano. Dallas and Fort Worth will use their in-house staff to conduct chemical and biological monitoring, whose data will be incorporated and analyzed into the final report by Atkins. Atkins will also create a plan for assessing the impacts of BMPs on water quality using information from all program participants. The water quality of 24 watersheds will be assessed during this program term. Most entities will sample one watershed in their jurisdiction for two consecutive years and then assess a second watershed for another two years.

Goal

Continue the long-term assessment of water quality trends, evaluate urban impacts on receiving streams, and document any improvement to water quality from best management practice implementation.

Participants

The North Texas Tollway Authority and the cities of Dallas, Fort Worth, Arlington, Irving, Plano, Garland, and Mesquite.

Sampling Details

 The sampling plan for the fourth program term will effectively monitor at least 50 percent of each participant’s jurisdictional area by the end of the fourth program term. Twenty-one sample stations will be monitored for 17 chemical parameters. Each station will be monitored for a minimum of two years. In addition to the chemical sampling, biological monitoring will be conducted in the cities of Dallas, Fort Worth, Irving, Garland, and Plano.

Best Management Practice Analysis and Evaluation Plan  - Current as of July 2020
The BMP Analysis and Evaluation Plan (BANEP) is a high-level approach for evaluating BMPs through the regional program. The BANEP is a guidance document that outlines the approach to analyze BMPs. The plan builds upon previous program term efforts to create a more-robust inventory of BMP implementation.
