Grants

Every two years, the Texas Commission on Environmental Quality (TCEQ), allocates funds generated by landfill tipping fees to the 24 councils of governments (COG) located in the state of Texas. The North Central Texas Council of Governments (NCTCOG) allocates a portion of the funding toward local and regional Implementation Grants.

The FY2022-2023 Second Call for Projects closed on March 2, 2022.


All funding for these projects is subject to sufficient funds in the Municipal Solid Waste Disposal Account and to the receipt and availability of funds appropriated by the Texas Legislature for the purposes of this call for projects. In the event funding is not available, NCTCOG has no obligation to provide funding to any projects that may be selected in association with this call for projects.

On April 8, 2021, join NCTCOG for an informational webinar covering the FY2022-2023 solid waste implementation grant application process. Topics covered will include: available funding, applicant and project eligibility, the evaluation process, and application requirements. There will be time for questions at the end.

Once all grant applications have been received, someone from NCTCOG will initiate the Risk Assessment process with your organization, if necessary. Some organizations will be exempt since the risk assessment process was already completed by another department. Since 2004, over 265 grants totaling approximately $17.5 million have been awarded to over 50 cities, counties, school districts, and special districts to improve solid waste management in the 16-county North Central Texas Region.

January 27, 2020 – February 26, 2020 

The FY20/21 NCTCOG Solid Waste Program project rankings and recommended funding allocations recommended by the Resource Conservation Council’s (RCC) Grant Selection Subcommittee are included in the table below.  The subcommittee met to review and score all grant applications on January 21 and 22, 2020.  The subcommittee’s recommendations will be presented to the RCC for approval on February 13, 2020 at 1:30PM in the William Pitstick Conference Room at NCTCOG offices, 616 Six Flags Drive, Arlington, TX 76011.  This is a public meeting that anyone may attend.

Every two years, the Texas Commission on Environmental Quality (TCEQ) allocated funds generated by landfill tipping fees to the 24 councils of governments (COG) located in the state of Texas. The COGs use these funds to develop and maintain an array of programs, including an inventory of closed MSW landfills, regional coordination and planning activities, a regional solid waste/materials management plan, and administer the pass-through grant program, among many others. 

All 24 COGs are required by statute to issue a biennial report to the legislature detailing the impacts and results of the pass-through grants. The Texas Association of Regional Councils (TARC) takes these reports and condenses them into a Funding Report.
