HSGP Eligibility Requirements

I. Be National Incident Management System (NIMS) Compliant

II. Have an Emergency Management Plan (Intermediate Level) on file with TDEM

III. OMB Circular A-133 Single Audit 
• Have an A-133 audit complete and sent to the required agencies (applies to jurisdictions that expended over $500,000 in Federal or State funding)

IV. DUNS, CCR, and FFATA
• Have a DUNS number and an active registration in “SAM.gov” website portal valid through the grant performance period

V. APPLIES TO ALL SHSP JURISDICTIONS: Criminal History Disposition Reporting
• Have a 90% disposition completeness rate for both adult and juvenile arrests
