Explosive Ordnance Disposal (EOD)

The goal of the EOD Subcommittee is to increase the regions ability to respond to and adequately address the threat of an explosively driven weapon being employed against a regional target.  The goal will be achieved through increased training, procurement of equipment and information sharing between the Regional Bomb Squads.  The EOD Subcommittee is comprised of one representative from each of the areas Accredited Bomb Squads.  These squads all operate on the same set of guidelines and each certified member meets the FBI Hazardous Devices Schools standard for certification which insures interoperability among squads.

Resource Typing

The revised Resource Typing Definitions for a Bomb Response Team has been approved and published to the Resource Typing Library Tool (RTLT), an online catalog of national resource typing definitions and position qualifications provided by the Federal Emergency Management Agency (FEMA) National Integration Center (NIC).

In addition, the NBSCAB, C-IEDS and OBP worked with the NIC to develop a companion document Position Qualification: Bomb Technician which has also been approved and published to the RTLT. The Position Qualification is used in the inventorying, credentialing, and qualifying of personnel. Credentialing is essential in validating the identity and attributes (e.g., affiliations, skills, or privileges) of emergency personnel.

Together, these documents assist jurisdictions in identifying the resources needed to achieve the capability targets identified in their Threat and Hazard Identification and Risk Assessment (THIRA) process; assist in the development of state homeland security strategies and national priorities, in accordance with DHS grant program guidance; and request resources during incidents.
