North Texas Clean Diesel Project 2021

The North Central Texas Council of Governments (NCTCOG), using funds received through the Environmental Protection Agency’s (EPA) Clean Diesel Funding Assistance Program Fiscal Year (FY) 2021 is offering rebate funding through the North Texas Clean Diesel Project (NTCDP) 2021 Call for Projects (CFP). This CFP will fund replacement of existing diesel-powered heavy-duty vehicles, engines, or equipment operating in the Dallas-Fort Worth (DFW) 10-county ozone nonattainment area and identified within a 10-county area housing several goods movement and transportation hubs.

Call for Project Details

Eligible Applicants:

Private sector fleets and companies, as well as public sector entities (such as local governments), with operations in Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise counties. 

Eligible applicants must adopt a policy consistent with the Regional Transportation Council (RTC) Clean Fleet Policy or similar policy prior to receiving the rebate.  

Eligible Activities & Funding Levels:

All old vehicles, equipment, and engines must be diesel. The new replacement vehicle, equipment, or engine may be diesel, gasoline, or alternative fuels, covered at the following funding levels:

No funds awarded shall be used for locomotive shore connection system projects that are expected to be used less than 1,000 hours/year.

Eligible Costs:

Eligible costs include purchase costs of new vehicle, engine, and/or equipment and shore power installation.

Agricultural pumps: No funds awarded this Call for Projects (CFP) shall be used to retrofit, replace, or upgrade agricultural pumps that operate less than 250 hours per year. 

All other non-road engines: No funds awarded under this CFP shall be used to retrofit, replace, or upgrade all other non-road engines that operate less than 500 hours per year

Eligible Location:

Eligible applicants must operate vehicles or equipment within the 10 counties currently classified as nonattainment for the pollutant ozone under the 2008 or 2015 ozone standards which include Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise counties.

  3. Fill out the Intent to Submit Form (optional): Submitting this form entitles the applicant to a reminder notice two weeks in advance of the application deadline.
  4. Submit an Online Risk Questionnaire.  Review and fill out the PDF version to familiarize yourself with the questions.  You will need complete and submit the Online Risk Questionnaire.   Once you start the questionnaire online, we will need to finish in one session from the beginning and submit. If you are a public entity such as a local government, the North Central Texas Council of Governments may already have a current risk assessment on file.   5. Submit Applications by Mail or in Person
    • Application [XLS]
    • For emailed application responses, you must still include original signatures for Part 4-Certifications and Assurances section and any required documentation with hard copy application packet to be considered complete.
    • The hard copy submittal will count as the official submittal.  In addition to the hard copy submittal, NCTCOG requires electronic submission of the Application [XLS] and all needed attachments to AQGrants@nctcog.org.  Electronic-only submissions will not be evaluated. 
 

Applications will be reviewed and evaluated on a competitive basis every three months until all funds are awarded. The next deadline for NCTCOG to have submitted applications "in hand" is 5:00 p.m., Friday, October 14, 2022.

All of the items listed above must be complete and “in hand” by the application deadline for a project to be deemed complete.
